Skanska Celebrates Topping Out of Franklin City Hall

The ceremony that marks the end of vertical construction took place on June 4; construction is expected to be complete by fall 2027

NASHVILLE, TN – Skanska, one of the world’s largest construction and development companies, has reached a major milestone on the new Franklin City Hall in downtown Franklin, Tennessee and celebrated the milestone with a topping out ceremony on June 4. 

Skanska is partnering with the City of Franklin on the new City Hall campus, designed to  serve, welcome, and represent the community. The full demolition of the old structure began in the summer of 2025, and the rebuilding of a modern facility that includes expanded government office space, public meeting rooms, outdoor plazas, green space, and public art is well underway. 

“This project is about creating a space that reflects and serves the Franklin community,” said Dennis Georgatos, Senior Vice President - Account Manager at Skanska USA Building. “As we reach this milestone, we’re proud of the progress and look forward to delivering a City Hall that will support connection, accessibility and civic life as a central hub for the community.”

The new Franklin City Hall will match the charm of Downtown Franklin, while offering modern amenities, plus public spaces for the community to gather. Key elements of the project include: 

  • A three-story building designed to support more than 240 employees
  • Public meeting rooms for groups including the Public Arts Commission and Downtown Neighborhood Association
  • Streetlevel commercial space along Third Avenue South to enhance downtown walkability and support local businesses
  • A subgrade parking garage with approximately 200 spaces
  • A public plaza constructed above a portion of the parking deck
  • Expanded public restrooms for downtown visitors
  • An enlarged plaza on the Square to better support festivals and community events
  • A fully accessible pedestrian promenade designed to improve walkability and inclusivity
  • Streetscape and utility upgrades, including wider sidewalks, landscaping, and public seating
  • A new oneacre public park offering green space and recreational opportunities

The project team includes Studio Eight Design, Genesis Engineering Group, and STV Inc.  Skanska is expecting the project to be completed in  fall of 2027.
