Over six years, Skanska, as part of the Costain Skanska joint venture (CSJV), delivered the enabling works for High Speed 2 across London — a programme defined by its scale, complexity and legacy.

What began in 2016 with a team of just 15 people grew to a peak workforce of more than 2,300, collectively delivering 16.8 million hours of work. Together, they transformed an area equivalent to 37 football pitches, creating the platform for the construction of HS2’s main works and the stations at Euston and Old Oak Common.

Working across 27km of “Area South”, the team operated in some of the UK’s most complex and densely populated environments — crossing over 21,000 utilities, navigating major roads and railways, and coordinating across multiple stakeholders. The programme included extensive utility diversions, demolition and site clearance, and a nationally significant archaeological excavation at St James’s Gardens.

The scale of delivery was unprecedented:

950,000m³ of buildings demolished
265,000m² of land cleared
over 10,000 technical documents produced and approved
40,000 sets of human remains excavated

Faced with these challenges, the project became a platform for innovation. New approaches to demolition reduced risk and improved efficiency, while the use of drones in confined or hazardous environments enhanced safety. A strong focus on continuous improvement and knowledge sharing — through learning legacy programmes and published technical papers — is helping to shape the future of the industry.

Sustainability and inclusion were embedded throughout. CSJV became the first HS2 contractor to eliminate diesel and achieve a BREEAM ‘Excellent’ design-stage rating, while also setting new benchmarks in health and safety, carbon reduction, and equality, diversity and inclusion.

The project’s impact extended far beyond construction. The project created local opportunities, jobs and inspired future talent. From STEM engagement with over 11,000 young people to innovative community initiatives, the legacy will continue long after HS2 becomes operational.

A project that changed how the industry works

Perhaps most importantly, the project’s learning legacy means that many of its methods, tools and approaches will continue to influence the industry for years to come — helping make construction safer, cleaner and greener for future generations.
